The Murray River Group of Councils is a local government advocacy group in northern Victoria that comprises Mildura Rural City, Swan Hill Rural City, Gannawarra Shire, Loddon Shire, Campaspe Shire and Moira Shire Councils.
We have been working together in the interests of our northern Victorian region since 2006. Our member councils work collaboratively on behalf of our communities to promote regional priorities to support the long term prosperity and social well-being of the region.
Over the years we have built a reputation as a reliable partner and a serious advocate for our residents.
Membership
Each Member Council is represented on the MRGC by its Mayor and its CEO. The lead council rotates each year between members and provides the Chair – the Mayor of the lead council and the Manager – the CEO of the lead council, for each year. The Chair and Secretary are supported in their roles by the Executive Officer.

Meetings
The MRGC Mayors and CEOs meet every quarter in one of the member councils’ townships. Mayor and CEO meetings provide a forum for strategic discussion and consideration of key issues and advocacy positions. They provide a mechanism for building, strengthening and maintaining relationships with each other and with key stakeholders.
Key stakeholders such as State and Federal politicians and public servants, Local Government partners or community representatives are invited to participate in meetings where their presence will facilitate discussion and further the Group’s advocacy priorities.
The Group operates in accordance with an agreed Terms of Reference that sets out the Murray River Group of Councils aims, purpose and governance and management arrangements. Read our Terms of Reference here
